Districts and Local Educational Agencies (LEAs) interested in starting a tutoring program can follow the four-step process below to design and execute an effective tutoring provider selection process. State Education Agencies (SEAs) and LEAs interested in creating a vetted tutoring provider list, may skip Step 2.
- Step 1: Complete the Needs Assessment Tool – The Needs Assessment Tool walks you through a series of reflection questions to identify the needs, priorities, and goals for your tutoring program.
- Step 2: Determine tutoring approach – Review Selecting a Tutoring Approach to determine whether growing your own program or partnering with a provider(s) would best meet your identified tutoring needs and context.
- For LEAs considering growing your own tutoring program, review the Should You Grow Your Own Tool to assess your district’s readiness.
- For LEAs and SEAs that have decided to grow their own tutoring program, start with Designing Your Tutoring Model.
- For LEAs or SEAs that are partnering with a provider(s), start with Introduction to Partnering with a Provider and continue with Step 3 below.
- Step 3: Design a tutoring provider selection process and request for proposal – The Tutoring Provider Selection Criteria Tool provides guidance, a list of research-aligned best-practices to look for, and sample language for submission requirements and evaluation criteria. LEAs and SEAs can use the language as is, tailor the language, or add additional scope and evaluation criteria according to their context. - Step 4: Select tutoring provider(s) – Upon receiving proposals from tutoring providers, compare options using the Tutoring Provider Comparison Table to make appropriate selections for your specific needs.
