The budget proposal includes $38 million for early literacy tutoring and training in phonics-based instruction. The program provides teachers who tutor with bonuses with the size of the bonus tied to the amount of student growth achieved in reading. The State Board of Education approved the budget proposal unanimously. The document will now be submitted to the governor and legislative leaders for consideration in the 2024 legislative session.
